Inmates with a history of opiate dependence represent a substantial proportion of the correctional population in the United States. Opiate use has negative consequences for both the inmate and society, including increased recidivism rates, increased infectious disease prevalence, avoidable emergency room use, decreased access to primary care services, and overdose. While there have been great successes in community-based treatment of opiate dependence, these successes have not yet been achieved in correctional settings. Creating and maintaining an ethics policy for an organization need not be a problem. Rather, it should be a process. It only becomes a problem when it ceases to be a process. To help organizations achieve a viable and professional policy, the ethics committee of the Chartered Property Casualty Underwriters Society developed A Guide to Organizational Ethics Policy. The ethics committee collected and examined 75 codes of conduct from different insurance organizations. Twelve steps are potentially involved in the process. These include: 1. Create all ethical mission of the organization. 2. Select an appropriate number of major topics to be addressed by the ethics policy. 3.
