The Chief of the Division of Mineral Resources Management of the Ohio Department of Natural Resources ordered Gemini to forfeit its certificate of deposit. Gemini appealed. The Commission reversed and the common pleas court reversed. We found Gemini had not complied with the order and the Chief could lawfully order forfeiture.
