ALHAMBRA - A block south of Main Street and two doors down from the All Souls parish rectory federal investigators kept watch on a six-unit apartment building that held a secret. Their target, Huagui Xiu, aka "Candy Lotto," claimed the building in the 100 block of South Electric Avenue as her home address.
