This document amends the Department of Veterans Affairs (VA) ``Payment or Reimbursement for Emergency Services for Nonservice- Connected Conditions in Non-VA Facilities'' regulations to conform with a statutory change that expanded veterans' eligibility for reimbursement. Some of the revisions in this final rule are purely technical, matching the language of our regulations to the language of the revised statute, while others set out VA's policies regarding the implementation of statutory requirements. This final rule expands the qualifications for payment or reimbursement to veterans who receive emergency services in non-VA facilities, and establishes accompanying standards for the method and amount of payment or reimbursement.

Starting March 1, volunteers won't be using red lights in their personal vehicles; tanker trucks will go to calls within the speed limit and without using lights and sirens; and if a volunteer unit isn't staffed, it won't be dispatched.
Many of the new processes are the result of benchmarking procedures with other successful fire and EMS departments incorporating lessons learned from a tragic incident that took the life of a young volunteer county firefighter, Brad McNeer," Fire and EMS Chief Edward L. Senter Jr. said in a press release about the changes. "We continually look for ways to minimize risks to emergency personnel and the public.

The group that oversees rescue training throughout southern Maine has shed its staff and reorganized as it tries to win back the state's confidence.
Southern Maine EMS failed to win renewal of its state contract at the end of June, when the Maine Emergency Medical Services board identified shortcomings in training oversight. It cited instructors whose certification was not current and a failure to cover required topics in a course, said Jay Bradshaw, director of Maine Emergency Medical Services, part of the state Department of Public Safety.
