Fixing the budget The government of California is full of redundant agencies. As an example, there are three separate environmental agencies overseeing the San Francisco Bay. These are the Cal Fed Bay-Delta Program, the Delta Protection Commission, and the San Francisco Bay Conservation and Development Commission. Besides these three agencies, the rest of the coast has the California Coastal Commission, the State Coastal Conservancy, the Fish and Game Commission, the Department of Fish and Game, the Resource Agency, the Department of Water Resources, and the State Water Resources Control Board (not to mention the Department of Parks and Recreation).
The Mississippi Delta region is known as the most environmentally rich region in the US. Since industrialization and urbanization began with the movement of rural populations to larger cities, untold damage and environmental injustices have surfaced in the wake of human distribution and poverty. Chemical companies stimulated local economies but eventually led to one of the most toxic environments in the South, with some sites becoming the focus of a long-term environmental justice movement. A project to convert a North Portland gas station into one of Portland's first Living Buildings got a significant boost this morning with a loan and two grants from the Portland Development Commission. The PDC this morning announced that the June Key Delta House would receive a Commercial Property Redevelopment loan and Storefront Improvement and Community Livability grants to cover the estimated $900,000 construction cost.
It is difficult to separate the demographic, social, and economic changes that have occurred in the Delta. The complex fabric that forms the Delta cannot be broken into parts for simple analysis.
