Gov. Arnold Schwarzenegger signed two bills into law last week that were written by Assemblyman Bill Emmerson, R-Redlands. Assembly Bill 924 enables the state to seek asset forfeiture from a defendant convicted of motor-vehicle theft by adding that offense to the definition of "criminal profiteering activity.
