Theodore Roosevelt is well known as an imperialist. The common understanding is both too weak and too strong. Too weak, because Roosevelt idealized an imperialism that could last forever in civilizing savages. Too strong, because Roosevelt prepared the American-occupied Philippines for independence within a generation. This article analyzes Roosevelt's philosophy of self-government and reinterprets his Philippines policy in light of the philosophy. Roosevelt emerges as a reluctant anti-imperialist-an imperialist by desire but an anti-imperialist in governance. His imperialist ambitions were thwarted by America's ideals of self-government and its democratic political system, channeled through the powers of Congress and the process of regular elections. At a crest of imperial opportunity,...

In May 1831, Alexis de Tocqueville and his friend Gustave de Beaumont landed at Newport RI after 37 days at sea. Tocquevile was a deputy royal prosecutor, Beaumont his immediate superior. The two had been granted leaves of absence from their duties in the French judicial system to study American prisons, and a book-length report they co-authored upon their return, Du systeme penitentiaire aux Etats-Unis et de son application en France, testifies to the earnestness with which they undertook their mission. But the letters they wrote from America show them avidly observing everything around them. Prison reform was their passport to the New World; it legitimated what proved to be a cultural enquiry of seminal importance. Here, Tocqueville's that reflect his anxieties ar...

LOS ANGELES - Only about a third of American adults can name all three branches of government, and a third can't name any. Fewer than a third of eighth-graders could identify the historical purpose of the Declaration of Independence.
This slim knowledge of civics - and the potential risk it poses to American democracy - captured the attention of retired U.S. Supreme Court Justice Sandra Day O'Connor.

Fifty-five years ago a coup d'état ended Prime Minister Muhammad Mosaddeq's government in Iran on August 19, 1953. Numerous books and articles have analyzed the event but often have overlooked Iran's domestic dynamics. What is presented is nearly always a conspiracy theory that suggests American and British masters of intrigue subverted Iran entirely through their shady operators. The picture portrays Iranians as little more than inanimate objects - a nation of potted plants. Even now over half a century later, and three decades after the fall of Iran's monarchy, misperceptions persist. A review of the coup and what precipitated it may offer some needed clarity.
