Golf's premier legislative bodies-the United States Golf Association and the Royal and Ancient Golf Club of Scotland-are not known for being permissive. Every two years they publish a book called "Decisions on the Rules of Golf," in which they interpret, clarify or update the game's rules. They are upholders of tradition, known for peering through their bifocals with disdain at those who seek to change their 900-year-old game.
