The parent company of AnchorBank, which received $110 million in federal Troubled Asset Relief Program funds about three weeks ago, has a debt problem that threatens the bank's survival if it can't be resolved. Anchor BanCorp Wisconsin Inc. said in a regulatory filing last week that it owes U.S. Bank $116 million, almost half of which is due March 2. Minneapolis-based U.S. Bank could foreclose on the bank if Anchor defaults because the debt is secured by Anchor stock. Anchor said it did not have sufficient cash to reduce the loan to $60 million by the deadline and didn't know whether it could raise sufficient capital in time.
The Illinois Department of Public Aid (IDPA) and the Governor's Office of Management and Budget (GOMB) took advantage of historically low short-term interest rates to obtain financing to make the payments possible before the end of fiscal year 2004 on June 30. IDPA sent over payment vouchers to the Comptroller's Office in the last two weeks that came up just 39 cents short of expending the entire $850 million. The last payment vouchers went over Monday and the reimbursement checks were scheduled to go out Tuesday night. One of IDPA's top priorities under the [Rod Blagojevich] administration is to optimize the retrieval of federal matching funds," said IDPA Director Barry Maram.
Back in April, Mayor Byron W. Brown and County Executive Chris Collins proudly announced they had sealed a new parks-maintenance agreement for the second half of 2009. Under the agreement, the city would give Erie County $3.5 million -- in three installments starting July 15 -- and county crews would continue to maintain Buffalo's parks and playgrounds until the end of the year.
The Dubuque County Treasurer's Office is reminding taxpayers that the deadline for tax payment is Thursday, March 31. As of April 1, a 1.5 percent penalty will be assessed per month. Online payment is available at iowatreasurers.org.
