In this document, section 202(h) of the Telecommunications Act of 1996 requires the Commission to review its broadcast ownership rules quadrennially to determine whether these rules are necessary in the public interest as a result of competition. This document solicits comment on proposed changes to the broadcast ownership rules in compliance with this requirement. In addition, this document solicits comment on certain aspects of the Commission's 2008 Diversity Order that the U.S. Court of Appeals for the Third Circuit remanded and directed the Commission to address in this proceeding. Juvenile Court is losing a $7 million contract to hold 350 to 400 young offenders in secure local facilities each year. It was a decision driven by economics. Juvenile Court was about to hit a funding wall in detaining these youngsters. They asked DCS for an additional $3 million for next year. The cash-strapped DCS doesn't have the money, and made the decision to end the contract hoping that, among other things, it could reduce its costs by making better use of alternatives to incarceration, which is not always the best way to deal with every criminal.
