In Charleston, labor unions are displaying campaign signs for Democratic Party candidates they back in November's election. But signs for Barack Obama are missing from some of those offices, including the Communication Workers of America and the Affiliated Construction Trades Foundation. The Senate immigration bill would require that foreign construction laborers here under the guest-worker program be paid well above the minimum wage, even as American workers at the same work site could earn less.
