VIRGINIA BEACH - , 69, died Saturday, April 17, 2010, at Rockingham Memorial Hospital, Harrisonburg, Va. Dan was born Jan. 6, 1941 in Detroit, Mich., son of the late Delbert and Helene Kub Kelly. The family, including Dan's surviving sister, Pat Payne of Kissimmee, Fla., resided in Michigan during Dan's childhood and he graduated from Bentley High School in Livonia in 1958. Dan joined the U.S. Navy at age 17 and enjoyed a 30-year career that took him all over the world, retiring from the U.S. Navy after his last sea duty aboard the USS Hunley in 1989. He was a master chief radioman. After 15 years working for civil service, Dan retired again in 2005. He and his family were active in fundraising for Relay for Life for the past decade.

Hours before the vote, Mayor Luke Ravenstahl, County Executive Dan Onorato, Councilwoman Tonya Payne and members of One Hill Coalition held a press conference in the mayor's office, confirming an agreement had not been signed, but that "good faith" efforts are still being made to ensure it eventually happens.
