This final rule amends the Dairy Promotion and Research Order (Dairy Order). The amendment modifies the number of National Dairy Promotion and Research Board (Dairy Board) members in eight regions, merges Region 8 and Region 10, merges Region 12 and Region 13, and apportions Idaho as a separate region. The total number of domestic Dairy Board members would remain the same at 36 and the total number of regions would be reduced from 13 to 12. This amendment was requested by the Dairy Board, which administers the Dairy Order, to better reflect the geographic distribution of milk production in the United States.

There's no disputing that the dairy industry is a major player in Yakima County's economy. More than 70 dairies in Yakima County house more than 120,000 cows and place the county among the top 12 in dairy production in the United States. There's also no disputing the tradeoff that lies in the pollutants the dairies send into the air, emissions that concern many neighbors and rile a coterie of vocal critics.

Western Pennsylvania farmers trying to earn a living raising cattle or producing milk were hurt by a plunge in exports to other states and overseas when the world economy went into recession, state agriculture experts say.
