This final rule amends the Dairy Promotion and Research Order (Dairy Order). The amendment modifies the number of National Dairy Promotion and Research Board (Dairy Board) members in eight regions, merges Region 8 and Region 10, merges Region 12 and Region 13, and apportions Idaho as a separate region. The total number of domestic Dairy Board members would remain the same at 36 and the total number of regions would be reduced from 13 to 12. This amendment was requested by the Dairy Board, which administers the Dairy Order, to better reflect the geographic distribution of milk production in the United States.

WATKINS GLEN, N.Y., June 22 /U.S. Newswire/ -- Farm Sanctuary, the nation's leading farm animal shelter and advocacy organization, today released a new research report, "The Welfare of Cattle in Dairy Production," a summary of scientific evidence that exposes and evaluates common practices in the dairy industry. Key findings in the report have shown an increased focus on intensive milk production per cow that has led to a mass decline in the welfare of cattle used in dairy operations. Today, three out of four dairy cows in the United State never graze in pasture, and a significant proportion is not provided routine access of any kind to the outdoors. It might be a drop of good news in a bucket of challenges, but Wisconsin dairy farms are on track to produce 24.1 billion pounds of milk this year - the greatest amount since 1990.
Much of the production has been driven by record-high milk prices which have encouraged farmers to increase herd sizes and modernize their operations. Across the state, milk production per cow has set a record every month in 2007.
