This article attempts to reenvision constitutional law through the perspective of s. Most constitutional scholars equate precedents with judicial decisions, particularly those of the Supreme Court, and discount the constitutional significance of precedents made by non-judicial actors. Using a wide range of examples, the author shows how shifting everyone's perspective from the Court to non-judicial actors allows them to see constitutional law in significantly new ways. Because so much judicial doctrine is grounded in s in such forms as historical practices, customs, norms, and traditions, few judicial decisions are strictly "counter-majoritarian." S. civil governance strategy in Afghanistan has been hampered by the fact that it seeks to build formal institutions around the central government without accounting adequately for the informal institutions that exist among the country's tribal structure.
These tribes are central to the future make-up of the country; and thus, the future of security and stability. Tribes in Afghanistan hold the status of formal institutions, whose customs and traditions have the force of the rule of law. LA PAZ, Bolivia - About 350 couples in Bolivia have been married according to Indian customs and traditions in a colorful Andean mass wedding with President Evo Morales presiding as best man.
Saturday's ceremony was held at a colosseum in La Paz, the capital, that was adorned with large white flowers and indigenous banners. Several bands serenaded the couples.
