  • The state's largest teachers union on Tuesday said it wants to fast-track tenure cases so it would take several months to remove a bad teacher instead of roughly a year. To do so, the union proposed having arbitrators decide tenure cases, instead of the current system, which has administrative law judges conduct hearings and gives the education commissioner the final say. The Christie administration and other critics were quick to say that idea did not go far enough in overhauling an entrenched system that lets the vast majority of teachers keep their jobs, regardless of their results in the classroom.

  • Effort to block Planned Parenthood funding advances WASHINGTON -- The Republican-led House on Friday approved an amendment to a massive spending bill that would prohibit federal funding for Planned Parenthood. The measure offered by Rep. Mike Pence, R-Ind., was approved, 240-185, with several Democrats joining Republicans in support. The organization would be prohibited from receiving federal funds for any of its activities. It is already banned from using federal funds to perform most abortions. Pence has made himself the leader of a coordinated effort to block federal funding for Planned Parenthood, which is the nation's largest provider of abortions and a longtime target of abortion foes.   • Republican leaders in Maryland's House of Delegates are worried that a bill to limit the governor's role in granting parole to criminals serving life sentences will, in many cases, open the door for their early release. Current law requires criminals serving life sentences with the possibility of parole to be paroled only with the governor's approval. The House could vote next week on a bill that would leave the decision entirely to the Maryland Parole Commission if such criminals have served at least 15 years. It would give the governor just 90 days to reject the commission's decisions on prisoners granted parole after 25 years.

  • RICHMOND | Gov. Timothy M. Kaine vetoed two bills Tuesday that would have expanded gun rights to allow loaded weapons in car glove boxes and concealed weapons in restaurants. The first bill, SB476, would have allowed permitted people to bring concealed handguns into restaurants - as long as they don't drink while they're there. The second bill, SB436, would have allowed people without concealed-weapons permits to put handguns in a locked glove compartment or other interior compartment of a car. Current law in both cases requires the weapons to be visible.
