SAN BERNARDINO Even though the city's crime rate rose, residents in several neighborhoods felt safer during a two-year period when officials placed restrictions on a West Side gang, a new study shows.
The study, conducted by UC Irvine and USC researchers and published in the current issue of Criminology and Public Policy, is the first to examine how civil gang injunctions affect community members. It raises the issue of whether injunctions are more pacifiers to the community than actually effective crime-fighting tools.
