The IRS has made it clear that you don't need a special reason to transfer a household to a different unit at your tax credit site. However, while the IRS has removed many of the restrictions, paperwork, and risks of transferring low-income households, some site managers remain reluctant to grant transfers for fear of unintentionally putting the owner's tax credits at risk. Some site managers are taking a restrictive approach to unit transfers by completing new certifications and lease agreements when a household transfers to another unit within the same building. Another point to keep in mind is that, for unit transfers within the same building, the two units swap status - the vacated unit assumes the status that the newly occupied unit had prior to being occupied by the current househ...

We present new evidence from a natural experiment to show circumstances in which ownership restrictions can enhance value. Our evidence is based on multiple restricted bond issues by an emerging market issuer at 150 basis points lower than comparable bonds, resulting in a billion dollars saving. This is intriguing: how can an emerging market issuer with junk bond ratings obtain such low yields? We argue ownership restrictions enhance value since they enable an issuer to precommit to renegotiate efficiently with a favored clientele in the potential default states, thereby circumventing deadweight costs of prolonged negotiations, particularly when the restricted clientele also values the underlying collateral higher than other investors. While increasing demands on time and resources compete for attention with the transfer function of community colleges, the goal of providing the first two years of education on the pathway to a baccalaureate degree is still an important mission. The research reported here examines the determinants of successful traditional transfer students. The findings indicate that student socioeconomic status (SES), initial full-time enrollment at the community college, high school and college grades, high school peer influence, and obtaining an associate's degree prior to transfer are all significant to the transfer process. Policy implications of these findings affect issues of funding, state educational priorities, and building bridges between two- and four-year institutions to ease transfer for ...
