  • We present new evidence from a natural experiment to show circumstances in which ownership restrictions can enhance value. Our evidence is based on multiple restricted bond issues by an emerging market issuer at 150 basis points lower than comparable bonds, resulting in a billion dollars saving. This is intriguing: how can an emerging market issuer with junk bond ratings obtain such low yields? We argue ownership restrictions enhance value since they enable an issuer to precommit to renegotiate efficiently with a favored clientele in the potential default states, thereby circumventing deadweight costs of prolonged negotiations, particularly when the restricted clientele also values the underlying collateral higher than other investors. Ownership restrictions can also result in a transfe...

  • The Office of the Comptroller of the Currency (OCC), Board of Governors of the Federal Reserve System (Board), and Federal Deposit Insurance Corporation (FDIC) (collectively, the agencies) are seeking comment on an amendment to the notice of proposed rulemaking (NPR) to modify the agencies' market risk capital rules, published in the Federal Register on January 11, 2011 (January 2011 NPR). The January 2011 NPR did not include the methodologies adopted by the Basel Committee on Banking Supervision (BCBS) for calculating the standard specific risk capital requirements for certain debt and securitization positions, because the BCBS methodologies generally rely on credit ratings. Under section 939A of the Dodd-Frank Wall Street Reform and Consumer Protection Act (the Act), all federal agenc...

  • The most acute phase of the global economic crisis appears to have passed. Output growth has resumed in most parts of the world. It appears, however, that the upturn in advanced economies will only be moderate and that the economies of many countries will be marked by considerable spare output capacity and high unemployment ahead. The crisis has given rise to new imbalances that will dampen the recovery. Weak prospects have contributed to a marked decline in interest rate expectations in many countries. New information suggests that the recovery in the Norwegian economy is continuing, but that capacity utilization is probably somewhat lower than anticipated in autumn 2009. Monetary policy cannot fine-tune developments in the economy, but it can mitigate the most severe effects when the ...

  • Money market rate premiums have been high and volatile. The difference between money market rates and central bank key rates has been the widest since the international financial turbulence started in August last year. Norwegian money market rates increased sharply after international risk premiums spilled over into the Norwegian market. Foreign exchange markets have also been volatile. Investors have shown interest in the large and most liquid currencies. Growth is also slowing in the Norwegian economy. Household consumption has stagnated and house prices are falling. Monetary policy in Norway is oriented towards annual consumer price inflation of close to 2.5% over time. In recent years, inflation has on average been somewhat lower, but fairly close to 2.5%. A deep and protracted glob...

  • This paper addresses the enormous opportunity and promise that the new American President, President Barack Obama must address as he provides a new form of leadership and charts a new, more worldview American administration; one that he has announced to be more collaborative, and inclusive. The paper also provides an introspection into America's continuing difficulty at resolving the issue of Race relations, and the limiting impact that it is having on America fulfilling the opportunity for unleashing the country's full capacity for creativity and innovation. The issue of Race could retard America at establishing a foundation for helping to shape America's global competitive strategy, and for reaffirming America's leadership as a balanced and reasonable world power; one that retains the...
