The Coast Guard announces the availability of Policy Letter 11-15, which describes steps the Coast Guard is taking to implement a statutory change in mariner credentialing requirements. This policy letter details how the Coast Guard is relaxing its Transportation Worker Identification Credential (TWIC) enforcement posture for mariners who serve on board vessels that are not required to have a vessel security plan. It also describes policy changes to allow these mariners to acquire and renew a Merchant Mariner Credential (MMC) without holding a valid TWIC.
Lateral transfer (between community colleges) is second only to upward transfer (to a 4-year institution) among community college students' most common patterns of transfer. Yet, upward transfer is the focus of innumerable studies, while lateral transfer has received very little empirical attention. This study explores the occurrence and frequency of lateral transfer in California and its consequences for the measurement of one particular outcome, namely, completion of a credential. The results indicate that students transfer laterally quite frequently, leading to substantial undercounts in rates of credential completion when measured from the standpoint of a single community college or single district. Four local teachers are among the 42 Anne Arundel County Public School teachers this year to achieve the highest teaching credential in the nation: National Board Certification. The recipients included Barbara Bollino, a language arts teacher at Marley Middle School; Susan Melton Burg, a second-grade teacher at Freetown Elementary School; Debbie Marcus, a physical education teacher at Marley Glen School; and Lisa Whipp, a primary teacher at Marley Glen School.
