Highlights of the plan DES MOINES -- Here are the highlights of Gov. Terry Branstad's package of proposals designed to bolster Iowa's education system: TEACHER PAY Teacher pay would be linked to classroom performance. The plan classifies teachers in groups, such as apprentice teachers, career teachers, mentor teachers and master teachers. Teachers would be promoted through the ranks based on peer reviews and their pay would increase as they advance. About 5 percent of the state's teachers are expected to achieve the top ranking. They also could get higher pay by teaching in troubled schools or in shortage areas such as math. CURRICULUM A new committee would be created to design tougher curriculum standards for students at all levels. It would be composed mainly of teachers. ASSESSMENTS ...

For several years now, the Bush administration has touted performance-based acquisition as its preferred method of procuring services from the private sector. According to the Office of Federal Procurement Policy at the Office of Management and Budget, agencies are on board with the initiative, using the technique for approximately 45% of their services contracts, compared with 26% in 2001. Acquisition experts, however, say the picture is not quite as rosy as it appears. The agency is charged with developing clear ways to measure the result as well as the contractors' performance over the course of the contract. The bid and proposal process under the performance-based approach requires a substantial amount of resources. If requirements are well-defined, the success of a performance-base...

Given the realities of ever-tightening public budgets and the directives inherent in the No Child Left Behind Act (2001) school districts have been required to do more (with more direct accountability) with less (funding) than ever before. These two forces are, of course, conflicting. One approach to the funding dilemma has districts consolidating schools in order to pool enrollment and resources, in an attempt to reduce pressure to increase class size that would likely reduce student achievement. Another is to create incentive contracts for teachers so that student achievement would directly affect teacher salary. We introduce monitoring technology into an agency-based model of teacher incentive contracting to determine optimal school size, bringing both sides of this debate together.
