The current credit crisis, a consequence of business and consumer deleveraging, has raised financial stability concerns for many major national and regional banks. The United States Department of the Treasury (the "Treasury"), has therefore decided that to look beyond the current structure of securitized lending that lets banks divest themselves of mortgage loans. The Treasury specifically recommended the establishment of a covered bond market in the US with the goal of developing it as an alternative method for banks to issue and sell mortgage loans to investors. The releases of the Best Practices Guide and the Policy Statement are appropriate initial steps in forming a US covered bond market. As a result of the government's commitment to developing the covered bond market, banks in th...

In this paper we discuss mathematical programming methods for insurance companies, mutual fund managers, and banks to match cash flow and liabilities. We focus on mortgage-backed securities, and methods for using them for asset allocation. Given the recent and ongoing sub-prime mortgage debacle, it is imperative that the conscientious and conservative investor use robust mathematical models to decide whether to hold or sell their current investments, or to invest in other portfolios, instead of making such decisions without careful consideration. We first discuss the difference between a deterministic and stochastic instrument, then describe a linear programming model for allocating bonds deterministically, and then, as in the case of mortgage-backed securities, stochastically.

The decisions taken by the Basle Committee have encouraged the banks to develop more innovative methodologies in order to assess the financial risks. The Credit Risk can be measured with a homogeneous measuring unit called VaR. This measuring unit stands for various and complementary approaches: VaR Rating, VaR Spread, VaR contingent. This paper aims at presenting these various methodologies and suggests a contingent approach with an interest rate stochastic diffusion process (including jump functions distributed following a law of Poisson) and a Monte Carlo simulation. Empirical tests are also included in this paper.
