The addition of two members to Allegheny County Council might bring more uncertainty to the debate over raising taxes. Democrats Jim Ellenbogen and Nick Futules said they will replace council members William Lestitian and Susan Caldwell, respectively, before Dec. 4 -- the day council expects to vote on one or several versions of a 2008 budget. Ellenbogen and Futules are taking office early because they defeated opponents who were appointed to fill vacant seats.

UPLAND - Some Upland City Council members view the charges filed against two former county officials to be a sad day for the county's citizens, while calling for a fresh start for county government. Former San Bernardino County Assessor Bill Postmus and Jim Erwin, former assistant assessor of operations, were arrested Wednesday by sheriff's deputies as part of an ongoing investigation into public corruption.

Thirty-five percent salary increases this year for the Allegheny County controller and treasurer may have surprised and dismayed some county council members, but that may be because they did not read budget documents and don't like state law, officials said on Thursday. Councilman William Robinson, chair of the budget and finance committee, said everyone should have known about the pay raises for new county Controller Chelsa Wagner and longtime county Treasurer John Weinstein.
