HARRISBURG -- Gov. Tom Corbett said yesterday that he wants lawmakers to pass legislation this year authorizing the sale of state liquor stores to private operators because they're not a core function of government. Hours after Corbett spoke to the County Commissioners Association of Pennsylvania, a leader of the union that represents most employees of 620 state stores argued that they do a better job of collecting taxes and preventing underage drinking than private businesses would.
The County Commissioners Association of Pennsylvania wants the state to consider adding a small fee to citations and court costs to help cover the rising costs of human service programs. On Tuesday, commissioners from across the state unanimously passed a resolution supporting the legislature granting authority to individual counties to add a small fee to certain fines and court filing fees that would be designated to support the programs.
According to a blog by Rosemary L. Gido, a professor of criminology at Indiana University of Pennsylvania, "As 2006 begins, prisons large and small, rural and urban, struggle to house and separate, find and habilitate pretrial and sentenced, local, state and federal detainees and inmates ... using a model that has largely never worked." The County Commissioners Association of Pennsylvania is calling for a statutory change requiring more convicts to be sent to state rather than county lock-ups. But the state system is already full.
