Making government more efficient and cost-effective is the idea behind a new effort to change how county governments could operate in Ohio.
But unlike last year's failed effort to limit union rights, two bills being pitched by the County Commissioners Association of Ohio don't address workers rights or compensation. Instead, they give counties more options to consolidate government functions, including reducing the number of elected offices.

COLUMBUS -- Counties urged lawmakers Wednesday to give them the same ability employed by universities and regional transit authorities to more cost-effectively upgrade outdated government buildings.
The County Commissioners Association of Ohio has embraced a concept pushed by Lucas County that would allow them to sell their buildings to a private developer and then enter into a long-term lease for the space while the developer renovates and modernizes the building to county-set standards.

XENIA -- The county commissioners will hold a public work session Tuesday regarding the merger of Greene County Children Services with the county's jobs and family services agency.
The executive director of Ohio Jobs and Family Services Directors' Association, Joel Potts, and representatives from the County Commissioners Association of Ohio and the Public Children Services Association of Ohio will be at the 10 a.m. work session to answer questions from the commissioners.

DAYTON -- The call for changes in how Ohio's counties operate is gaining urgency as officials in cash-strapped cities and counties look for cost savings and fear cuts in state funding.
Earlier this month, the County Commissioners' Association of Ohio said the state Legislature should allow counties to have a regional coroner and dog warden, and the group is studying the need for further consolidation across county lines.
