COLUMBUS -- Until they see more details, county officials aren't ready to embrace Ohio's plan to keep thousands of low-level, nonviolent criminal offenders out of state prisons and punish them via less costly methods.
We are skeptical as to whether it'll work or if there is adequate money to support treatment programs and alternative sanctions," said Larry Long, executive director of the County Commissioners Association of Ohio.

DAYTON -- The call for changes in how Ohio's counties operate is gaining urgency as officials in cash-strapped cities and counties look for cost savings and fear cuts in state funding.
Earlier this month, the County Commissioners' Association of Ohio said the state Legislature should allow counties to have a regional coroner and dog warden, and the group is studying the need for further consolidation across county lines.

COLUMBUS, Ohio, Feb. 23, 2011 /PRNewswire/ -- Leaders of municipalities, townships, park districts and Ohio's 88 counties have formed the Local Government Fund Coalition (www.everyohioan.com) to help preserve vital services provided to every Ohioan.
The Coalition is dedicated to informing legislators and Ohio residents about the impact of large-scale and disproportionate reductions in the Local Government Fund as the state addresses its large budget deficit. Taxpayers, the Coalition says, will face significant service reductions or will have to make up the difference with additional local taxes and fees.

COLUMBUS, Ohio, April 29, 2011 /PRNewswire/ -- Leaders of Ohio's local governments say the substitute version of the state budget bill released Thursday (HB 153) cutting $8 billion, or 17 percent, from the budget continues shifting unfair and disproportionate cuts to local communities statewide. The proposed 50 percent reduction in the Local Government Fund, elimination of the estate tax on Jan. 1, 2013, and the phase out of the Tangible Personal Property tax and utility tax sharing until July 1, 2013, when the phase out would be suspended, impose unmanageable cuts on local governments.
Community leaders say the original budget of Gov. John Kasich and Thursday's revision just shift the burden to local government entities to find new revenue sources or drastically cut local safety and hu...

Montgomery County's top health official says a provision in the state budget bill that would overturn a Cleveland law banning trans fats from Cleveland restaurants -- and would prevent other cities and health departments from enacting similar bans -- may sabotage their ability to respond to future health crises.
But the Ohio Restaurant Association, which sought and supports the amendment, is seeking to avoid a maze of conflicting regulations from city to city that would make it nearly impossible for multi- unit restaurants to operate consistently in multiple locations.

Gov. John Kasich wants to give local governments "tools" to manage costs in the face of steep budget cuts, but interviews with local officials show there is concern the savings won't be enough to avoid cuts in public safety and other basic services.
From what we have seen, the tools that he has given us to date are not enough to offset the cuts," said Montgomery County Commissioner Debbie Lieberman, a Democrat.
