WASHINGTON - European officials have notified Iran for the first time that they will walk away from two years of talks and sign on to a Bush administration strategy for punitive measures against Tehran if it makes good on threats to resume nuclear work in coming days.
In a sharply worded letter to Hassan Rouhani, the head of Iran's Supreme National Security Council, the foreign ministers of Britain, France and Germany warned Wednesday that such work "would bring the negotiating process to an end." The letter added: "The consequences could only be negative for Iran.

BERLIN -- The world's leading powers agreed Tuesday on a new set of sanctions against Iran to present as a draft resolution to the U.N. Security Council, but they did not announce details of the sanctions, which are intended to induce Tehran to give up its nuclear program.
The foreign ministers from the five permanent members of the Security Council -- China, France, Great Britain, Russia and the United States -- met here in the German capital at the invitation of Frank-Walter Steinmeier, the foreign minister of Germany. They discussed new ways to crack down on Iran for uranium enrichment, which Western governments have said could eventually be used in a restarted weapons program.

Following a tense few weeks, Hassan Rowhani, secretary of Iran's Supreme National Security Council, and the foreign ministers from France, Germany, and the UK agreed last May 25 to continue negotiations regarding Tehran's gas centrifuge-based uranium-enrichment program. Significantly, Iran appears to have agreed to back off earlier threats to resume work on the program. Additionally, the European ministers agreed to make "detailed proposals" to Iran by August, British Foreign Secretary Jack Straw told reporters.

In recent days, the European Union has toughened somewhat its rhetorical treatment of Iran's nuclear-weapons program. British Prime Minister Tony Blair said Britain could back referring Iranian violations of nuclear agreements with Europe to the United Nations Security Council, where Tehran could face economic or political sanctions.
