This debt is being incurred because of underfunding roads in the budget over the last seven years. The simple formula for calculating this budget item is to divide the number of miles of road in town (about 60) by road life expectancy (20 years) times the cost per mile (about $240,000). Eight years ago, between $300,000 and $350,000 was needed to fix 5 percent of Bethany roads. Petroleum costs were significantly lower then and directly reflect the cost of road resurfacing.
