Cost-Effectiveness Analysis (CEA) is the most popular method used to assess medical costs. However, it is argued that CEA has a number of weaknesses which make it unsuitable as the sole basis of health policy-related decision making. CEA is accurate only for narrowly group situations such as the assessment of alternative treatments of specific diseases. The use of CEA should also include the calculation of shadow prices in addition to charge and accounting costs.
