It would be my hope that our able government servants, House Reps. Bob Goodlatte and Morgan Griffith, devote their careers to ferreting out systemic waste so diligently pointed out in the op- ed "The fix is simple: Stop spending money" (April 25 commentary).
Tempered by cost-benefit analysis, they could realize national, significant savings. For example, program duplication is a legitimate target for savings. On the other hand, Head Start programs with economic benefits exceeding the cost would not be in the cross hairs.

Rather than asking for more plans, legislators could help the jail consolidation debate by determining what information is necessary to help them and the public better decide how to rein in corrections costs. The administration can help by providing such information so that lawmakers and the public can weigh the governor's consolidation plan against other options.
From the time the consolidation plan was announced this summer, it seemed hurried and not fully analyzed. A Department of Correction Web site, recently launched to help further debate, only highlights the shortcomings. Under a "Financial Analysis" tab, for example, is a one-page chart showing operational cost savings. This is not analysis.

An economic impact assessment alone cannot justify public support for hosting mega-sporting events. A cost-benefit analysis in order to measure the net social utility for the population is also relevant. Nevertheless, if there is always a high demand of economic impact studies by public authorities before hosting an event, the cost-benefit studies are never made, so there is a high risk to make decisions that are not rational. In this paper, to take into account simultaneously the economic impact and the social utility of mega-sporting events, we propose a legitimacy test we illustrate with the example of the Rugby World Cup 2007 in France.
