The Arizona Department of Corrections is getting back into the business of running halfway houses, a program that was abandoned as sentencing laws got tougher, but is necessary now to control recidivism. The new program would be a much ramped up version of the old one that existed decades ago when the department housed just a few dozen parolees at a few locations, said Charles Ryan, Department of Corrections director.
