The last time the Republicans were moving toward control of the U.S. House of Representatives, they had a great big, fancy agenda. Newt Gingrich was proposing the "Contract with America," all about term limits, Social Security "reform," a balanced budget and much more.
At the time, the Republicans were not generally understood to be moving toward a takeover. The outcome of the 1994 election surprised Washington. In search of explanations, a lot of people came up with the contract. Maybe, they thought, that was the magic ingredient.

The promised issues contained in this "Contract With America" ran the gamut from a balanced budget amendment to tax limitations to term limits - hot button issues that polls showed drew 60% or more support from voters, who that November ended the Democrats' 40-year congressional reign and made Gingrich speaker of the House. "The second part of the left's campaign is to give secular values the authority of law through the courts, state houses and the Congress, while removing the individual's right to, as Jefferson put it, 'profess and by argument to maintain, their opinions in matters of religion.'" Defending religious freedom means electing lawmakers who will promote religious values in law and encouraging political activism in churches.

Do you remember the big push for congressional term limits back in the early 1990s? In fact, at that time, this newspaper supported limiting members of Congress to a 12-years max. But then, in 1994, after years of Democratic dominance, the Republicans, armed with their "Contract With America," took control of Congress. The campaign for term limits - combined with public interest - pretty much lost its energy.
The goal to break up the status quo and to see new faces and new ideas in Congress had been achieved by the voters, as it should be, and not by a vote of Congress.

The country has not changed because Sen. Arlen Specter defected from the GOP to the Democrats. He will continue to vote as he has for more than 30 years. The problem with Specter, and many other demi-god politicians, is they have lived off the people as an occupation, rather than being public servants in a republic, that is, a representative governmental system. If one makes a career of representation, the only people represented are other career politicians.
The first political party that adopts term-limits to representation will win the succeeding election.
