I will make America's armed forces even stronger by adding troops so our forces are spread to thin around the globe and by making sure our forces have the armor and support they need. But what this administration doesn't understand is that to win this war, we must make the world respect America's other sources of strength: our economic engine, our ideals, and our profound purpose to be the last, best hope of earth.

The proposed neutral cost recovery system (NCRS) of depreciation introduced as part of the Contract with America is intended to ensure that depreciation deductions better reflect the benefit of capital expenditures. The method will increase revenue in the short-term, but will benefit business in the long-term by accounting for inflation and limiting the erosion of depreciation deduction value. NCRS uses a 150% double-declining balance method modified for changes in prices.

The Black Enterprise Board of Economists (BEBE) found that the Republican Party's Contract with America, if enacted, would harm the economic interests of African Americans. The BEBE believes that blacks will absorb a disproportionate share of the budget cuts promulgated under the contract.

The Republican National Committee's legislative agenda Contract with America will adversely affect social programs which help the poor. The Contract seeks to lessen dependency on the government, require welfare recipients to work and reduce welfare spending. However, the Contract does not address the problems of unemployment, inequality and social factors that cause poverty. The principle of shared responsibility was proposed to address this social predicament. This principle is based on mutual interdependence and reciprocity.

Families around the country forced to cut back to make it through the tough economic times are right to be upset that politicians in Washington have no interest in exercising similar fiscal discipline.
