The purpose of this research is to provide a conceptual foundation for the management of data quality as it applies to scientific data products, specifically those generated by the large-scale instrumentation and facilities that will populate the data centers of the future. Definitions for data product and data quality tailored to the context of scientific decision making are proposed, given two typical scenarios: collecting observational data, and performing archive-based research. The successful industrial evolution of an economy depends on its ability to mass-produce and export capital goods. Kaldor's four-stage model of industrialization indicates that developing an extensive export base requires a long period of cumulative process and should coincide with a continuous mass-production capability. The model, which used data from the Australian machine tool industry to illustrate the findings, is not as appropriate in countries which have large domestic markets and are not export-dependent.
