Using linked administrative data from program and earnings records, we summarize the 2007 employment rates of working-age (18–64) Social Security disability program beneficiaries at the national and state levels, as well as changes in employment since 1996. Substantial variation exists within the population. Disability Insurance beneficiaries and those younger than age 40 were much more likely to work relative to other Social Security beneficiaries. There are also strong regional differences in the employment rates among disability beneficiaries of working age, and these differences are persistent over time.

Juvenile offenders, particularly those with disabilities, are at high risk for school failure and diminished educational, employment, and social opportunities that contribute to continued social maladjustment as adults. To better understand the occupational preferences and aptitudes of juvenile offenders, 201 juvenile offenders, including 52 who had been in special education, completed an inventory of occupational interests and aptitudes. This article explains the motivations and effects of reverse transfer on both students and institutions, and it discusses the potentially positive consequences of reverse transfer in relation to community colleges' multiple missions. Future empirical analyses of the efficiency and equity effects of reverse transfer are critical for developing effective institutional interventions and helping state policymakers to design more coordinated higher education systems that enhance student and institutional performance.
