The County Council controls the purse strings of county government, crafting the annual budget and exercising authority over salaries and job descriptions. It can pass resolutions.

Of 10 potential contests this year for district judge, voters in the northwestern portion Westmoreland County have the lone contested race Nov. 8 as incumbent Elise Glenn faces a challenge from sheriff's Lt. Jason Buczak.
Buczak, 36, of Bell Township won the Republican nomination in the spring primary by only 12 votes over Glenn, 52, of Washington Township. Glenn's margin of victory on the Democratic side was almost as narrow at 32 votes.
