Oklahoma could gain more than $90 million from unredeemed beverage container deposits if it approves a bottle law requiring consumers to pay container fees, a House committee was told Tuesday. Although some said such laws also encourage recycling, other speakers said they actually harm existing recycling programs and present a health hazard by requiring retailers to store bottles containing sugary residue that attracts insects and vermin.

For years, "bottle bills" have been floating around the Capitol as a way to reduce litter and encourage recycling. Now, legislators are again looking at the issue. At a joint meeting Thursday of the House Judiciary and Finance committees, delegates heard a pro-bottle bill presentation by John Ferrari, president of California operations for the recycling company NexCycle.

People riding in cars with open containers of alcoholic beverages could be fined up to $25 under a bill approved Monday by a House committee. House Bill 1057 makes it an infraction to possess an open container of alcohol in a vehicle. Indiana's law currently cites the driver of a car if there is an open container in the vehicle but only if the driver's blood-alcohol content is.04 or above. That is stricter than the.08 trigger for drunken driving offenses but does allow for drinking in cars.

That's what Ricky Landry, accountant at Zuppardo's Family Supermarket in Metairie, said will be the immediate effect of the Louisiana Beverage Container Law, a proposal currently in the Louisiana House of Representatives that will require any retailer selling metal, plastic and glass beverage containers to collect empty containers and refund customers for returning them.
