  • Oklahoma could gain more than $90 million from unredeemed beverage container deposits if it approves a bottle law requiring consumers to pay container fees, a House committee was told Tuesday. Although some said such laws also encourage recycling, other speakers said they actually harm existing recycling programs and present a health hazard by requiring retailers to store bottles containing sugary residue that attracts insects and vermin.

  • A House committee has endorsed closing a loophole in the bill, setting the stage for its return after failing twice in the House last year. By Kevin Wingert

  • For years, "bottle bills" have been floating around the Capitol as a way to reduce litter and encourage recycling. Now, legislators are again looking at the issue. At a joint meeting Thursday of the House Judiciary and Finance committees, delegates heard a pro-bottle bill presentation by John Ferrari, president of California operations for the recycling company NexCycle.

  • Gold earrings and golf clubs may be nice Christmas presents, but it's often the ugliest, tackiest gifts that have the most meaning over the years. These special gifts turn into family treasures as they are passed between recipients in ever more imaginative ways. Our readers shared their stories of these silly gifts that keep on giving. After my in-laws died, we were getting the house ready to sell. In the medicine cabinet, I found a small metal container. I opened it up and inside were small stones with a little note that said "Ethel's gallstones." That Christmas, I wrapped them and gave them to my daughter-in-law who was in pharmacy school at the time and told her "Grandma would have wanted you to have these." That was 1994. They are still being passed around even to our grandchildren....

  • People riding in cars with open containers of alcoholic beverages could be fined up to $25 under a bill approved Monday by a House committee. House Bill 1057 makes it an infraction to possess an open container of alcohol in a vehicle. Indiana's law currently cites the driver of a car if there is an open container in the vehicle but only if the driver's blood-alcohol content is.04 or above. That is stricter than the.08 trigger for drunken driving offenses but does allow for drinking in cars.

  • The Hydrangea macrophylla is widely used in our area. It comes from Japan, has an asymmetrically rounded growth habit, growing 4 to 6 feet high and as wide. It does well as a landscape shrub or in a container. The eastern side of the house is usually the best location, to avoid the hot afternoon sun. This plant likes a well-drained, porous soil. Feed periodically with a balanced fertilizer. The plant can be pruned just above a node, remembering that next year's flowers will grow on the new growth of the old stems.

  • Broken glass, rats and roaches and a grocery overwhelmed by a pungent sour smell. That's what Ricky Landry, accountant at Zuppardo's Family Supermarket in Metairie, said will be the immediate effect of the Louisiana Beverage Container Law, a proposal currently in the Louisiana House of Representatives that will require any retailer selling metal, plastic and glass beverage containers to collect empty containers and refund customers for returning them.
