NMFS has received an application from the U.S. Army Corps of Engineers (ACOE) for an Incidental Harassment Authorization (IHA) to take small numbers of marine mammals, by harassment, incidental to blasting operations in the Port of Miami in Miami, Florida. NMFS has reviewed the application, including all supporting documents, and determined that it is adequate and complete. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to ACOE to incidentally harass, by Level B harassment only, marine mammals during the specified activity.

More than 30 years' neglect of New York State's infrastructure cannot be reversed all at once. But the infusion of federal stimulus dollars for Empire State projects offers a prime opportunity for the construction engineering community to lead a coordinated effort to return New York's built environment to a standard that state residents urgently need and eminently deserve.
The $787 federal stimulus package allocates $24.6 billion for New York, of which almost $4 billion is earmarked for infrastructure and energy-related projects. These funds must go immediately toward the replacement or repair of deteriorating bridges, crumbling roads, leaking underground piping, failing sewer systems, public buildings and many other pressing needs.

It is often used to describe a 3-D model of a building and its internal systems (whether the resulting model contains design information or is richly detailed).
