  • The reasonable cost per kilowatt of capacity in the construction of nuclear projects is estimated and the sources of these costs identified using two models. Using data from plants whose construction started after 1966 and was completed by 1987, it was confirmed that if the utility has made a downward movement on the learning curve by building other nuclear plants during the period under review, the cost per kilowatt is lesser. The existence of economies of scale was also affirmed. The level of Nuclear Regulatory Commission regulation was also found to contribute to nuclear project cost.
