The reasonable cost per kilowatt of capacity in the construction of nuclear projects is estimated and the sources of these costs identified using two models. Using data from plants whose construction started after 1966 and was completed by 1987, it was confirmed that if the utility has made a downward movement on the learning curve by building other nuclear plants during the period under review, the cost per kilowatt is lesser. The existence of economies of scale was also affirmed. The level of Nuclear Regulatory Commission regulation was also found to contribute to nuclear project cost.
The response to a comment on a study on nuclear regulatory reform is presented. The model developed in the study was criticized for its failure to consider the construction cost data for nuclear plants and incorrect use of construction costs on a per-project basis instead of a per-plant basis. However, it is argued that the more important issue is the correlation between the log of regulations and commercial operation start dates.

The Construction Information Exchange has a data network which offers information on prison facilities to cater to the special needs of inmates. It also provides information on design concepts, construction costs and finance. The data is constantly updated. The NIJ offers the Construction Reference and Referral Service which facilities the sharing of jail management techniques among corrections employees.

The Environmental Protection Agency is issuing a notice to solicit data and information associated with revisions to the Effluent Limitations Guidelines and New Source Performance Standards for the Construction and Development Point Source Category issued under the Clean Water Act.
