Under the authority of the Endangered Species Act of 1973, as amended (ESA), we, NMFS, issue this proposed rule to remove the eastern distinct population segment (DPS) of Steller sea lions from the List of Endangered and Threatened Wildlife. After receiving two petitions to delist this DPS, we completed a comprehensive review of the status of the eastern DPS of Steller Sea Lions. Based on the information presented in the draft Status Review, the factors for delisting in section 4 (a)(1) of the ESA, the objective recovery criteria in the 2008 Recovery Plan, and the continuing efforts to protect the species, we have determined, subject to further consideration following public comment, that this DPS has recovered and no longer meets the definition of a threatened species under the ESA: it...

SOUTH BEND, Ind. - President Barack Obama's health care overhaul should be changed so that religious school's such as the University of Notre Dame aren't required to go against their beliefs and provide birth control to students and employees, the school president says. The Rev. John Jenkins wrote a letter Wednesday to Kathleen Sebelius asking the Obama administration to broaden the definition of "religious employer" currently under consideration. He said the change in definition of religious employer is far narrower than current law and would require Notre Dame and other Roman Catholic universities to offer prescription contraceptives and sterilization services to students and employees through health care plans.

This paper estimates a definition of foreign direct investment, its forms, components, and determinants of foreign direct investment in some Arab economies. Then this paper will review the experiences of Egypt, Jordan, and Yemen in the area of attracting investment, and the volume of FDI inflows in the countries. The study concludes that the economic factors, political, legislative, and administrative environment influence the process of attracting foreign direct and indirect investments in the countries under consideration, while infrastructure is the factor affecting attraction of investments.

The U.S. Fish and Wildlife Service (Service) proposes to revise the designated critical habitat for the northern spotted owl (Strix occidentalis caurina) under the Endangered Species Act of 1973, as amended (Act). Consistent with the best scientific data available, the standards of the Act, our regulations, and agency practice, we have initially identified, for public comment, approximately 13,962,449 acres (ac) (5,649,660 hectares (ha)) in 11 units and 63 subunits in California, Oregon, and Washington that meet the definition of critical habitat.
