The United States Patent and Trademark Office (USPTO) has modified the After Final Consideration Pilot Program (AFCP) to create the (AFCP 2.0). Applicants who wish to participate in AFCP 2.0 must file a request to have a response after final rejection (which the examiner may have sufficient basis not to consider under current practice) considered by the examiner without reopening prosecution. The response after final rejection must include an amendment to at least one independent claim. The examiner will be allotted a set amount of time under AFCP 2.0 to consider the response. DAYTON -- Consolidating local governments is one of the most complex issues to place before voters and win approval, according to Michael Shea, lead strategist of the campaign that resulted in the historic merger of Louisville, Ky., and Jefferson County governments. Questions on government structure, division of the tax burden or even when a merger campaign could be launched locally were left unanswered Wednesday at the University of Dayton's Lifelong Learning Institute's "Building the Miami Valley Region Together" event. But many of the nearly 200 who attended felt the timing right to get the conversation started.
