President Bush on Monday proposed diverting an expected windfall of hydroelectricity revenue out of the hands of Northwest ratepayers and into the federal Treasury. The proposal, made as part of Bush's budget, released Monday, immediately drew a sharp rebuke from Northwest congressional representatives and public power groups. Although Bonneville Power Administration officials said Bush's proposal would let them improve power transmission capacity, congressional representatives want the money used to offset rates.

West Virginia's congressional representatives are financially worth far more than the people they represent, according to recent financial disclosure reports released by the U.S. Congress. Disclosures for three of the state's five congressional representatives were released recently. Sen. Joe Manchin and Rep. Nick Rahall, both Democrats, were granted filing extensions and their data will be released later this summer.
