  • This qualitative study, based on a series of 30 in-depth interviews and 109 economic surveys conducted with active heroin users residing in and around Detroit, Michigan, describes reported patterns of heroin use and income generation activities. In spite of lack of access to regular, legal employment, we found that many participants displayed a dedication to regular daily routine and a sense of risk management or control. These findings are discussed relative to past research on heroin addiction as well as recent research on the changing nature of employment. We argue that this sample fits somewhere in between the controlled or working addict, and the "junkie" or "righteous dope fiend" of urban lore. We draw a connection between these stable patterns of addiction and income generation a...

  • The Department of Housing and Urban Development (HUD), with the concurrence of the Office of Government Ethics (OGE), seeks comments on the proposed amendments to HUD's Supplemental Standards of Ethical Conduct, which are regulations for HUD officers and employees that supplement the Standards of Ethical Conduct for Employees of the Executive Branch (Standards) issued by OGE. To ensure a comprehensive and effective ethics program at HUD, and to address ethical issues unique to HUD, the proposed rule reflects statutory changes that were enacted subsequent to the promulgation of HUD's Supplemental Standards of Conduct regulation in 1996; significantly, the transfer of general regulatory authority over the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation...

  • Many analysts contend that the Federal Reserve under Chairmen Alan Greenspan and Ben Bernanke has conducted monetary policy that focuses on core rather than headline inflation. The main argument in favor of using core inflation to implement monetary policy is that core inflation approximates the permanent or trend component of inflation much better than does headline inflation, the latter being influenced more by transitory movements in food and energy prices. In this article the authors re-examine the short-term dynamics between headline and core measures of inflation over a longer sample period of 1959-2007. The empirical evidence presented here indicates headline and core measures of inflation are co-integrated, suggesting long-run co-movement. In sample periods beginning in the 1960...

  • To avoid extinctions and other harms to ecological health from escalating climatic change, scientists, resource managers, and activists are considering and even engaging in "assisted migration" -- the intentional movement of an organism to an area in which its species has never existed. This article explores the profound implications of climate change for American natural resource management through the lens of this controversial adaptation strategy. It details arguments regarding the scientific viability and legality of assisted migration under the thicket of laws that govern natural resources in the US. The article explains why contemporary natural resource law's fidelity to historic baselines, protecting preexisting biota, and shielding nature from human activity is increasingly unte...

  • Multisource or 360-degree feedback occupies a prominent role in organizations' performance management systems. To date, research has not linked the use of multisource feedback (MSF) to employees' litigation intentions. We propose a model that relates organizational decisions made about MSF (potential antecedents) to perceptions of rater and system forms of procedural justice, which we propose subsequently influence litigation intentions. The model offers a theoretical contribution to the literature in that it expands the linkage between the diverse literatures of multisource feedback and organizational justice. Further, from a practical perspective, we elevate awareness of MSF as a process that merits the same attention to legal standards as do other human resource practices. Finally, w...
