The Oklahoma Legislature's attempt to add new, stiffer penalties to state immigration policy came to a screeching halt Tuesday evening as a coalition of far-right Republicans, the House's Democratic Caucus and many centrist GOP members defeated the only immigration bill left alive for the 2011 session.
Voting 62-31, House members rejected the conference committee report for House Bill 1446, effectively stopping it for the remainder of the legislative session.

Because of this First Amendment right, the Supreme Court has said no state or federal judge may close proceedings in a criminal case without meeting a demanding test - the court must issue specific, on-the-record findings that "closure is essential to preserve higher values" than the public's right of access and is "narrowly tailored to serve that interest." According to a summary of the committee report released by the Conference, Chief Judge Kimba Wood of the Southern District of New York "requested that the reports, which sequentially list the non-sealed cases in the court, be modified to also display information for all sealed civil and criminal cases.

Explanatory language in the House and Senate conference committee report specified that strengthened Youth Offender Program outcome reporting requirements are intended to support this study and make it possible to document the benefits of post secondary education with the correctional population.

Outgoing Senate Pro Tempore Glenn Coffee, R-Oklahoma City, said Tuesday he supported the idea of a transition coordinator for the state's medical examiner and confirmed he signed the conference committee report for Senate Bill 738, which created the position and made other changes in the ME's office.
Coffee made the statement during a brief press conference at the state Capitol.
