Environmentalists and fishermen concur: Atlantic States Marine Fisheries Commission regulators should use the best available science. Unfortunately, Chris Moore omits key scientific facts in his argument for "more aggressive steps" and a "robust" conservation plan for Atlantic menhaden.
He accuses the industry of questioning ASMFC science. Actually, the ASMFC itself raised concerns, noting flaws that "cast considerable doubt" on the most recent assessment's accuracy.

Who is poor in America? This is not an easy question to answer, and the Obama administration would make it harder. It's hard because there's no conclusive definition of poverty. Low income matters, though how low is unclear. Poverty is also a mindset that fosters self-defeating behavior -- bad work habits, family breakdown, out-of-wedlock births and addictions. Finally, poverty results from lousy luck: accidents, job losses, disability.
Despite poverty's messiness, we've tended to measure progress against it by a single statistic, the federal poverty line. It was originally designed in the early 1960s by Mollie Orshansky, an analyst at the Social Security Administration, and became part of Lyndon Johnson's War on Poverty. She took the Agriculture Department's estimated cost f...

This study examined the factor structure of the 22-item Customer Orientation (Organizational Climate) scale developed by Kelley (1992). The scale was administered in a sample of Australian public sector service organization employees (n = 259). Exploratory factor analysis provided evidence that the scale is multidimensional, although a number of items in the 22-item scale cross-loaded on two factors. Removal of eight items resulted in a 14-item two-factor scale with all items loading cleanly on a single factor. The first factor related to aspects of competence which allow an employee to perform at a satisfactory level, while the second factor concerned elements of the environment in which the service is performed. Confirmatory factor analysis supported the two-factor structure. Reliabil...

In your recent editorial "Cuccinelli vs. science" (July 18), you make two statements that are at best misleading and one that is scientifically worthless.
To argue that the last six months are "the hottest on record" is meaningless in the analysis of the longterm instrumental temperature record. You also state, "the science is clear and unequivocal: The globe is warming, and that warming is most likely caused by human activity.

Some economists employ averages of net discount rates over historical periods as proxies for future net discount rates. This raises the question of the time period, or duration, over which to calculate the average net discount rate. Two testing procedures are used to examine this question. The first uses moving average net discount rates over a number of years. A more refined procedure tests the impacts of duration by disaggregating the moving averages. Although the study does offer some insight, results are not conclusive and suggest a need for further research.
