Concealed handgun license, R.C. 2923.125, discretion, mental competence.
AUSTIN, Texas - Texas senators have voted to allow concealed handgun license holders to carry their weapons into public college classrooms. Monday's vote is a major push on an issue that has stalled in the Senate and House despite overwhelming support from lawmakers in the Republican-dominated Legislature.
AUSTIN, Texas - Everyone from lobbyists to lawyers and journalists is rushing to get permits to carry guns inside the Texas Capitol, where legislators already often tote pistols in boots and purses or stow them away inside their desks. A new security procedure means a concealed handgun license is like a special-access pass into the domed building, allowing people who are certified to carry a gun to bypass lines at the metal detectors that were set up after a shooting incident earlier this year.
The county served by the sheriff who denied the application for a license to carry a concealed handgun is the proper forum for a licensee to pursue an appeal.
HB 1357 creates a six-month driver license suspension for a person convicted of providing alcohol to a minor (one year for second offense), and increases the suspension to one year for minors who are convicted of a second alcohol offense. HB 699 increases the penalty for using someone else's DL or ID card to a Class A misdemeanor. It also clarifies that use of a false ID by someone under 21 for purchase of alcohol is a Class C misdemeanor. HB 823 describes the conditions under which a person will be presumed to be "traveling" for the first time. It applies to people who have a handgun in their vehicle but do not have a concealed handgun license. It also places the burden of proof on prosecutors to prove the driver was "not traveling.
In order to purify the political process, 13 legislatures, including Alabama's, have denied voting rights to large numbers of the elderly, crippled, shut-ins, poor, students, urban dwellers, blacks and Hispanics. This has been accomplished by requiring that voters produce a valid passport or a signed picture ID. In Texas, a license to carry a concealed handgun will get you in the voting booth.

Scottdale police have arrested one man as part of an investigation of a series of thefts from vehicles in the borough. David W. Smith, 18, of 72 Lenox St., Uniontown, was charged Saturday with theft by unlawful taking, receiving stolen property and carrying a concealed handgun without a license.
After having told the media that he would not accept CHL applications until "the end of May" or "the beginning of June", and refusing to accept Irvine's application on April 8 as required by law, Irvine filed a Complaint for a writ of mandamus with the Ohio Supreme Court, asking the court to force Sheriff McFaul to perform his duty under the law. Ohioans For Concealed Carry was an early provider of support and assistance for this lawsuit. Sheriff McFaul has now reversed plans to hold off acceptance of concealed handgun license applications until later this month, and began taking appointments on Monday, May 3. McFaul's office had already shown signs of weakening resolve, having announced that they would accept temporary emergency license applications within days of being sued.
