Scottdale police have arrested one man as part of an investigation of a series of thefts from vehicles in the borough. David W. Smith, 18, of 72 Lenox St., Uniontown, was charged Saturday with theft by unlawful taking, receiving stolen property and carrying a concealed handgun without a license.

McFaul's office had already shown signs of weakening resolve, having announced that they would accept temporary emergency license applications within days of being sued.
