CHICAGO, Aug. 4 /PRNewswire-FirstCall/ -- Telephone and Data Systems (NYSE: TDS, TDS.S) today announced that TDS Telecommunications Corp., its wholly owned subsidiary, has been approved by the USDA Rural Utilities Service (RUS) for $114.5 million in broadband expansion projects in 18 states.
As part of the American Recovery and Reinvestment Act, TDS Telecom submitted 46 applications in March for the second round of broadband stimulus funding. Today, TDS Telecom received funding approval for 39 of those projects. In total, TDS Telecom will receive $85.9 million in federal grants and provide $28.6 million of its own funds to complete the projects. One of the most vexing issues in the national research and development (R&D) picture is the decline in advanced industrial telecommunications research in the US since the breakup of AT&T and the diminution of the mission of its Bell Laboratories. In 2002, the National Research Council, part of the National Academies complex, took note of the situation and assembled a committee to study the problem. Without a continuing focus on telecommunications R&D, the committee's report states, the US will increasingly be forced to purchase technology and services from foreign sources. The Federal Communications Commission's unyielding pro- regulatory proclivities threaten to burden Internet broadband providers with the same public utility-style regulation that prevailed in the telecom world during much of the last century. Given the competition among broadband providers and the rapidly changing technological and marketplace dynamics, this is a huge mistake. Vigorous efforts will be required during 2012 and beyond to prevent digital broadband services from becoming engulfed in the regulatory morass that long governed analog narrowband services. In instances where such regulation already has occurred, it should be rolled back.
