Congressional Democrats are pushing for the appointment of a party loyalist and frequent critic of President George W. Bush to a powerful government watchdog post that historically has gone to nonpartisan nominees.
The post is comptroller general of the United States, who directs the Government Accountability Office (GAO), often called Congress' auditor. At the request of lawmakers, it has wide power to investigate all government functions, and its written reports and testimony can mean life or death for government programs.

Vinod Rai, Comptroller and Auditor General of India and chair of the Knowledge Sharing Committee, presented his report to the Governing Board and the XX INCOSAI. According to the INCOSAI strategic plan, the purpose of goal 3 is to encourage SAI cooperation, collaboration, and continuous improvement through knowledge sharing, including providing benchmarks, conducting best practice studies, and performing research on issues of mutual interest and concern. In addition to Rai's report, the individual working groups and task forces reported on their goals and achievements. This article summarizes the activities and accomplishments of goal 3 working groups and task forces.

In the first part in a three-part series interview, Elmer Staats, economist and career civil servant, discussed his 15-year term as comptroller general of the US General Accounting Office (GAO). As his term was coming to an end, he was greatly concerned about what might happen. Historically, the selection of comptroller general had been a political appointment. When he started, GAO was hardly doing anything for the Congress. So, he set up a congressional liaison group, consisting of about half a dozen professional people, to keep in touch with the major committees. He supposes that his interest in public service was largely derived from the Great Depression, which permeated everything back then.
