AUGUSTA, Maine -- The Board of Environmental Protection has settled on a compromise that aims to reduce red tape for landowners who want to build near wetlands while maintaining protections for ducks, herons and other birds that depend on the habitat.
After lengthy discussion, the board on Thursday endorsed new rules that likely will allow property owners to receive building permits near "moderate value" habitat for inland waterfowl and wading birds in less time and with fewer out-of-pocket expenses.

The Commentary column "A compromise to please both left and right?" by William D. Siegel (Thursday) presents a very interesting analysis of the most critical issue of this century, but Mr. Siegel does not seem to take a stand one way or the other, choosing instead just to toss out ideas.
Either Mr. Siegel is not sure of his opinion or his efforts are just a rehash of the situation. Like the politicians and media high- ups who live in gated communities, he probably is exposed rarely to the life-threatening impact of the "compromises" politicians wish the rest of us to accept.

There are several unwritten rules about living in Alyson and Kelly Jones' room. If one sister wants the light off and the other doesn't, a compromise must be reached. If one sister is already in the room and requests a bit of privacy, the other must go away. The under-the-bed storage box must always, always be pushed back where it belongs because if it's not, someone definitely will trip over it.
In a perfect world, the sisters say, each would have her own room. Alyson, 11, would have more space for her soccer trophies and would paint the walls green and blue. Kelly, 13, would have room to hang posters of her favorite bands, practice playing her viola and just be alone.

West Virginia regulators filed an emergency rule Monday that would temporarily require Marcellus shale natural gas drillers to detail how they will protect area land, manage the large volumes of water involved, respond to accidents, and notify the public in advance of operations.
Ordered by acting Gov. Earl Ray Tomblin last month, the rule would last 15 months once approved by the Secretary of State. The rule is meant to provide some regulatory oversight while a special legislative committee attempts to craft permanent and more wide- ranging rules for Marcellus drilling. With the industry at odds with environmental and surface rights groups over what those rules should say, a compromise bill eluded lawmakers during the year's regular session.
