MANAMA, Bahrain, July 11, 2011 /PRNewswire-USNewswire/ -- Convening in the third official session of the comprehensive National Dialogue, delegates from all factions considered a variety of proposals in its four official working groups. Participants discussing political reform largely debated the need to change the composition of the cabinet. Some delegates supported reform to have the cabinet better reflect the composition of the elected parliament while others expressed support for limiting the terms of ministerial appointment to a maximum of eight years. In addition, participants discussed the possibility of establishing a parliamentary right of veto over the government's four-year work plan.

The methodology or research procedure that is utilized is both descriptive and analytical. Following a brief discussion of Lebanon's major political developments in relation to the preparations for elections, Part One concentrates on the elections in each of the country's five provinces, the degree of competitiveness and the extent of voter participation within each. Part Two provides a detailed description of the process of elite recruitment and replacement.
