In discussing the current status of competition policy and international treaty negotiations, Goldberg believes that free trade can be beneficial and complementary to domestic growth strategies. He also sees potential benefits from a multilateral competition policy framework, but prospects for consensus on a multilateral competition framework are not very promising. He concludes that there is still hope for including some provisions on competition policy in multilateral treaties as long as they become part of a broader (and gradual) strategy for international competition policy that encompasses strong emphasis on positive comity and information sharing, ban on export cartels, and special and differential treatment.
